We are in the process developing a new Displacement Index, which differs from previous efforts to measure and operationalize vulnerability and displacement  in two critical ways. First, it focuses on the household component of vulnerability, and it goes beyond a simple description of vulnerability by evaluating the potential displaced persons problem. Second, unlike a number of other indices, the displacement index includes policy indicators tapping institutional strength and state commitment which can affect and reduce vulnerability and potential displacement.
