Indicators
We will be developing several sub-indices:
- Social vulnerability (including income, race/ethnicity; age; and household characteristics)
- Physical vulnerability (including built environment and natural environment)
- Community resiliency (including place; community strength; institutional strength; housing and recovery plans/planning; and disaster experience)
- State capacity and commitment
Other sub-indices include coastal vulnerability index (developed by USGS), an emergency capacity index, and school, business, and social services recovery indices. The latter three are important but beyond the scope of this research.
