Background

USGS is in the process of developing an Ecosystem Portfolio Model (EPM). This model is a GIS-based scenario tool that integrates ecological, socioeconomic, and quality of life values to assess/evaluate the impact of land use and development scenarios on South Florida’s ecosystem functions. The model’s primary audience is seen as DOI scientists and resource managers, and related personnel at Park and Recreation and Fish and Wildlife Service in Miami-Dade, Florida. However, the tool is also relevant to a broader range of users (e.g. planners, emergency management, developers, and environmental groups).

Gladwin (Director of FIU’s Institute for Public Opinion Research, and Ann-Margaret Esnard (Director of FAU’s Visual Planning Technology Lab) are collaborating with USGS to review and refine of the Quality of Life subset of indicators, with initial focus on collecting and formatting GIS data for sub-indicators of flood risk and hurricane evacuation time, with related indicators for population change, development density and land use/cover.
